How to win public IT support and managed services contracts

Small and mid-sized public bodies, such as town councils, school boards, libraries, regional health clinics and small agencies, often outsource some or all of their IT support. Contracts typically run three to five years, often with renewal options, so one win can anchor a small managed service provider for years.

What public buyers are buying

  • Help desk and end-user support, remote and on site.
  • Fully managed IT: devices, servers, networks, backups and security.
  • Co-managed IT: support that works alongside a small in-house team.
  • Microsoft 365 or Google Workspace administration.
  • After-hours monitoring and incident response.
  • Device provisioning and lifecycle management.

How the bids are scored

  • Service levels: response and resolution times by priority, hours of coverage, and how you report on them.
  • Transition plan: how you will take over from the current provider without disruption.
  • Experience: similar clients by size and sector, with references.
  • Security: your own certifications and practices, such as ISO 27001, SOC 2, Cyber Essentials or Essential Eight maturity.
  • Staffing: who will be assigned, where they are based and whether they can be on site.
  • Price: per user, per device, or a fixed monthly fee, plus rates for out-of-scope work.

Requirements that catch small firms out

  • On-site presence within a set travel time.
  • Background checks for staff with admin access, and sometimes security clearances.
  • Insurance: higher professional liability and cyber insurance limits than private clients ask for.
  • Data residency for backups and monitoring tools.
  • Exit and transition-out obligations at the end of the contract.

Tips for small providers

  • Read the current contract's award notice. It tells you the incumbent and when the work last changed hands.
  • Price the transition properly. It is real work and scored.
  • Show service level reports from a current client, with names removed.

Common questions

How long are public IT support contracts?

Most run three to five years, often with options to extend by one or two years. Award notices and contract registers show when current contracts end.

Do managed service providers need ISO 27001 for public contracts?

Not always. Many smaller public buyers ask for evidence of good security practice rather than a certificate, but central government and health contracts increasingly require ISO 27001, SOC 2 or a national scheme such as Cyber Essentials.
