How to win public data and AI contracts

Governments hold vast amounts of data and are under pressure to use it better, and to try AI safely. Much of this work comes as modest, well-defined projects: a dashboard, a data pipeline, a data strategy, a machine learning pilot. These suit small specialist teams well.

What public buyers are buying

  • Dashboards and reporting in tools such as Power BI, Tableau or Looker.
  • Data platforms and pipelines: data warehouses, lakes and integration.
  • Data strategy and governance: data catalogues, quality, ownership and policies.
  • AI and machine learning pilots: document classification, chatbots, forecasting, translation.
  • Open data: publishing data sets and APIs for the public.
  • Statistical and research analysis.

Rules that shape the work

  • Privacy law: such as GDPR in the EU and UK, Canada's Privacy Act and provincial laws, and Australia's Privacy Act. Expect privacy impact assessments and data processing agreements.
  • Responsible AI policies: such as Canada's Directive on Automated Decision-Making with its Algorithmic Impact Assessment, the EU AI Act, and national guidance in the UK, Australia and US. Buyers increasingly ask how you will test for bias, explain outputs and keep humans in the loop.
  • Data residency: sensitive data often must stay in-country, which rules out some AI services.
  • Security for any work that touches personal data.

How the bids are scored

  • Similar projects with outcomes, ideally with public or regulated data.
  • Method: how you will understand the data, build, test and hand over.
  • Responsible use: privacy, security, bias testing and explainability.
  • Skills transfer: training the buyer's staff to maintain what you build.
  • Price: usually fixed price per phase, or day rates for a team.

Common questions

Do government AI projects need an impact assessment?

Often. Canada's federal government requires an Algorithmic Impact Assessment for automated decision systems, the EU AI Act sets obligations by risk level, and other governments have similar guidance. Suppliers are often asked to help complete them.

What is the easiest data project to win as a small firm?

Dashboards, reporting and short data strategy or discovery projects. They are modest in value, quick to deliver and often lead to larger platform work.
