Bidding in France from abroad

EU rules give firms from the EU and EEA, and from countries with a procurement agreement with the EU, the right to be treated like local firms. Others can bid only if the buyer accepts them, which many do.

Set up first: The European Single Procurement Document (ESPD) answers, which most EU tenders ask for, and an account on the buyer's own e-tendering portal.
