Tender compliance matrix template, and how to use it

A compliance matrix template for government IT tenders, showing how to list every requirement, track who answers it and where, and catch the gaps that disqualify bids.

The most common reason a good bid loses isn't a weak answer. It's a missed requirement: an unsigned form, a missing certificate, a question nobody answered. A compliance matrix stops that.

The template

Copy this into a spreadsheet. One row for every requirement, question, form and attachment in the tender.

Ref Requirement Type Weight or limit Owner Our evidence or answer Where in our bid Status
M1 ISO 27001 certificate, current Mandatory Pass/fail Priya Certificate valid to 2027 Appendix C Done
M2 Five years trading Mandatory Pass/fail Sam Incorporated 2016 Form 2 Done
Q1 Approach to data migration Rated 20%, 1,500 words Alex Draft 2 Section 3.1 In review
Q2 Accessibility approach Rated 10%, 750 words Jo Not started Section 3.2 To do
F1 Signed declaration form Form Must sign Sam Form 1 To do
P1 Pricing schedule Price 30% Sam Form 5 To do

How to fill it in

  1. Read the whole tender and every appendix, and add a row for anything that asks you to do, provide, confirm or sign something. Look for the words "must", "shall", "will", "required" and "provide".
  2. Separate mandatory from rated. Mandatory requirements are pass/fail and come first.
  3. Note weights and limits so you can plan effort.
  4. Assign an owner for every row.
  5. Update the status daily.

Add the rules about format

Include rows for submission rules: file format, file names, page limits, font size, portal upload, deadline time and time zone. These are easy to forget and can get a bid rejected.

Update it for addenda

Each time the buyer issues an addendum or answers clarification questions, check whether it changes a row or adds one.

Use it for the final check

Before you submit, go through the matrix row by row with someone who didn't write the bid. Then use our tender submission checklist.

Common questions

Do I need to submit the compliance matrix with my bid?

Only if the buyer asks for it. Some tenders ask for a completed compliance table showing where each requirement is met. Otherwise, it's an internal tool.

What's the difference between a compliance matrix and a requirements traceability matrix?

They're similar. A traceability matrix is usually used during delivery to link requirements to design and testing. A compliance matrix is used while bidding.

How long does a compliance matrix take?

For a typical IT tender, one to three hours. It saves far more time than it costs.
