How to build a public sector sales pipeline
A simple system for small IT firms to track public sector opportunities from early signal to award, with a pipeline template, stages and the weekly habits that keep it full.
Firms that win public work consistently don't just react to tenders. They see them coming. A pipeline is how you do that without a big sales team.
The stages
- Signal: you've spotted a likely future opportunity: an expiring contract, a budget item, a strategy, a council report.
- Engage: you're talking to the buyer, attending supplier days or answering an RFI. See early market engagement.
- Tender out: the tender is posted.
- Bidding: you've decided to bid. See the bid/no-bid scorecard.
- Submitted: waiting for the result.
- Won or lost: result and debrief.
The template
| Buyer | Opportunity | Est. value | Source | Expected tender | Stage | Fit (1 to 5) | Next action | Owner |
|---|---|---|---|---|---|---|---|---|
| City of Example | Website rebuild | $250k | Contract ends 2027-06 | 2027-01 | Signal | 4 | Meet digital lead | Jo |
| Provincial health agency | Data platform support | $600k | RFI posted | 2026-12 | Engage | 3 | Submit RFI response | Sam |
| Federal department | Cloud migration | $1.2M | Tender | Open now | Bidding | 4 | Draft method answer | Alex |
Where signals come from
- Contracts coming to an end, from award data. StackBid's coming back up page tracks these.
- Procurement plans and pipeline notices.
- Budgets and digital strategies.
- RFIs and supplier days.
- Your own clients' plans.
- Partners' upcoming bids.
Weekly habits
- Monday, 30 minutes: review new tenders and alerts, add any to the pipeline. See tender alerts that work.
- Each week: move each opportunity forward one step, or drop it.
- Monthly: check the next six months of expected tenders, and plan bid capacity.
- Quarterly: review your win rate by buyer and kind of work.
How full should it be?
As a rough guide, if you win one in three bids, you need about three times your target public sector revenue in qualified, bid-stage opportunities, and more at the signal stage.
Common questions
What is capture management?
It's the work of positioning to win a specific opportunity before the tender is released: understanding the buyer, shaping the requirement where appropriate, and building the team and solution.
Do I need CRM software for a public sector pipeline?
Not at first. A shared spreadsheet works well for most small firms. Move to a CRM when the volume makes the sheet hard to manage.
How far ahead should a pipeline look?
Six to eighteen months for most IT work. Large renewals may be visible two or three years ahead.
